What is the difference between a free zone and a financial free zone?

Financial free zones (ADGM, DIFC) have their own legal systems and financial regulators; other free zones offer corporate and tax benefits but financial activities remain under federal regulation. The distinction drives the whole analysis.

Can foreign shareholders own 100% of a UAE entity?

In free zones, yes; on the mainland, largely yes for most activities today — but regulated financial activities add their own ownership and fit-and-proper requirements.

We already have an entity. Can you fix the structure?
